Trucks that operate less than 1,000 miles per year in California may qualify for a low-use exemption through the CARB online portal.
Vehicles classified as historical (typically 25–30 years or older) and not used commercially are exempt.
Vehicles registered as Planned Non-Operational (PNO) with the DMV are not required to get a permit.
Trucks with very limited California mileage may qualify for a low-use exemption rather than a 5-day pass or full CARB enrollment. This exemption is handled through the CARB online portal and applies to qualifying vehicles that operate fewer than 1,000 miles annually within the state.
If your vehicle does not qualify for an exemption and is not fully CARB compliant, the one-time 5-day permit provides a compliant path for rare California trips.
